The College warmly congratulates Old Member Dr Emma Rawson (DPhil in Pathology, 2003) who has been awarded an OBE in the 2026 King’s Birthday Honours. Dr Emma Rawson OBE is The Association of Taxation Technician’s (ATT) Director of Public Policy.

Emma has worked for the Association for nine years and became its first Director of Public Policy in December 2024. She was nominated for her “service and vision” in supporting HMRC, tax agents, and taxpayers during the introduction of Making Tax Digital for Income Tax (MTD).

She co-chaired the MTD Guidance Strategy Group, bringing together HMRC officials and stakeholders to shape public guidance, and chairs a cross-professional body group to identify issues and escalate them within HMRC. She has delivered more than 35 talks and webinars on MTD across the UK in the past year.

Emma says:

I am both delighted and humbled to receive this honour, something which I could never have envisaged when I started out in my career in tax nearly 20 years ago. My thanks go to all of those who I have worked with over the past years for their support.

Whilst my area of professional focus may have changed since my days at Queen’s, I will always cherish my time there. The knowledge and experience I gained as a DPhil student was invaluable and gave me a strong foundation on which to build my wider career. I also count myself lucky to have spent four years in the beautiful city of Oxford, and to have made lifelong friends during that time.
